Non-permanent glue

I've got a set of Profile Design T2+ aerobars, with removable arm rest pads. The pads attach to shaped velcro patches which are in turn glued to the arm rests. The adhesive is fairly strong but not strong enough, and when removing the pads (for example if I'm locking the bike up outside and it's raining), I've managed to rip the velcro patches twice since they are thin and when they come partially off of the arm rests they end up tearing. Does anyone have suggestions for stronger yet non-permanent glue, or another solution?

Why do you want to remove the arm pads? To keep them dry? Plastic bags over them are less work.

Yeah, to keep them dry. I hadn't thought of plastic bags, I think I'll go that route. It seems odd though that the velcro which should make this easy isn't held down well enough.
