Is the lower headtube race normally included when buying a threadless headset?

The frame I am buying does not have one on it and i have only bought completes before, and have never bought a headset. Didn't know if they are normally included with the headset, sold separately etc.

The headsets I've bought had everything needed, including bottom headtube race and crown race.
