Clicking sound in BB at 12 o'clock

Clicking sound in BB at 12 o'clock
I have an older Sugino BB that I did not ride when I got the bike. It is a restoration.
It has cups and bearings in cages. I cleaned it all, the surfaces looked good. Greased it all up and assembled.
When pedaling there is a click/pop sound only when the non drive side crank arm is at 12 o'clock and feels like the sound is more on that side.
I checked and the arms are tight, lock ring on BB is tight. I only removed the ND side with the lock ring. The drive side nut was ON there and I left it.
Any ideas would be great.

things i'd check:
-pedals are tight (this would make more of a dull clunking sound)
-chainring bolts are tight (this would probably make more of a creaking sound)
-front derailer cable isn't hitting the crank (this would make a clicking sound)
-your shoelace isn't hitting the frame (clicking sound)
can't think of anything else at this time. keep us posted!

Make sure the crank bolts are torqued to spec, into the spindle. Somewhere in between 350-400 in/lbs always gets rid of the "clicks" on my bike.

The spindle or bearings might be pitted. Doesn't take much for one of those to make a click. This will sometimes come and go as you ride and the bearings and spindle move relative to one another.

Before I went into the BB again I tightened everything up as suggested. No luck.
I took the NDS crank arm off. No obvious problems.
For the heck of it I put a different crank arm on the NDS only. Noise is gone. The crank arm does not match and it's a 170mm and DS is 165mm. I rode it and it's not weird or anything.
Maybe the crank arm has a small crack or something or maybe the noise will come back. I will ride and see as long as my left leg doesn't stretch.
