Brake reach

I have a problem with the reach of my front brake. Here is are the details. I have a Ritchie Carbon Pro fork, Shimano 6600 brakes, and DT Swiss 1850 front wheel. The problem is that the brake pads only contact about 1/2 the rim. The pads are adjusted all the way up. The distance form the brake mount hole in the fork is 40mm to the top of the rim. Per Shimano's specs the caliper is for a reach of 39-49 MM. Any idea what is wrong??
