This is so - and one of what I've found to be a rare example of Harbor Fright having something that's good. In fact, Park Tool's digital-caliper is the exact same one. On Amazon.com they currently retail for under $12 - including shipping which is free. Park's is the same tool branded with their name - for around $40 or more - less if you hunt around.

But this is a rare example. I've found that for tools it is best to buy the best straight out-of-the-gate. This way you don't wind up buying the same tool twice. I've seen many broken HF tools laying about in my days. And for something as important as correct torque on components such as stems - you certainly don't need this screwing up on you as you're going 45mph on a long downhill.

That's a myth. Internally clickers use the same spring mechanism as a beam type. I've used clickers for 30+ years without ever having one wander - and yes, I check.
