Torque for Tioga Alchemy stem?

I picked up a used '96 Trek 8500 with what seems to be a Tioga Alchemy stem of some sort (see photos); it also says System 3 on it, so perhaps it was OEM'd for Trek by Tioga? In any case, I'd like to know what torque to use when fastening the 2 handlebar clamp bolts -- any ideas?

Try 70 in-lb and if that slips go up in 10 in-lb increments. Tighten the bolts alternately to get to the desired torque.

It's very important to tighten them slowly and one to the other. Don't just crank 'em both to 70ip. Slowly does it.

Yes, it's pretty clear the previous installer didn't alternate properly to keep the two bolts balanced.
