Can I put a road bike handlebars - the ones that are curved so that I will minimise drag?
The bike is 47 pounds so it's not a racer
but I need it for general commuting and low maintenance bike in Cambridge, UK.

You can change the bars on any bike as long as the bars fit the clamp. That one is probably a 25.4mm. If you get longer and/or wider bars, you will need longer brake and shifter cables and housing.

easy answer is yes the bars can be changed. Is the expense worth it? Not to my way of thinking. This bike was designed for commuting and touring. Just go with it the way it is or buy another bike that has drop bars.

Yes it's possible but road (drop) bars will also require different brake and shift levers because road bars have a different diameter. It can be done but the expense can be significant.
