handlebar chatter

I have a Raleigh International frame. I get serious handlebar chatter if I either ride with no hands at any speed, or if I am descending and get up to 40 to 45 MPH. New wheels did not solve the problem. Does anyone have any solutions? So far the bike shops I have asked have not been able to identify or fix the problem.

It kind of sounds like your headset's threaded race could be too loose--causing it to clatter against its upper pressed race/bearings.

i agree with headset being either too tight or too loose as a thing to check. other than that, your frame or dropouts could be out of alignment.

Can the frame / dropout be re-aligned?

+1 on that. Try holding the bike by the handlebars and then pick it up and let it drop a couple of inches while holding it. You should be able to tell right away if that is the problem ...

+ 10 on the headset. Sounds like it's too loose. It's amazing how little it has to be loose for you to get that squirrely feeling.
