Once its frayed you are S.O.O.L. You could Save it for the front shifter if you have one on that bike. Nothing will cut a cable with out damaging it except for the proper cable cutter tool OR a dremel tool with a cut off wheel.

I've always heard that a Dremel tool is good for cutting cable or housing. Haven't tried it yet though.

I have a pair of Crescent side cutters that cut cable just as good as my bike specific cutters.

Just replace the inner wire and be done with it.

Why not solder and then cut through the soldered area with your normal cutters? Shouldn't fray then (if you know how to solder).

Not strictly true. There is usually enough extra that you can trim above the fray (assuming it didn't ravel too far) and still use it. But you'll have to thread it fully to find out.

Just got it back from the LBS for a whooping $12 bill. I had no idea my LBS was so cheap, or maybe they are giving me a discount for first-time customer?! He did say he had to open the SRAM shifter to get it done.
