Tire replacement question

A friend of mine own a Jamis Ventura Elite. I must admit that he is totally a noob when it comes to bicycle mechanism. He is looking to replace the 23 x 700 tire with 28 x 700. Wondering is it possible or it depends on the frame.

Any help will be greatly appreciated.

Bikes: Catrike 559 I own some others but they don't get ridden very much.

Depends.

Generally 28 mm tires, when inflated, are a real tight squeeze between the brake pads. Sometimes there is also interference near the bottom bracket or under the fork crown.

It will depend also on the tire. A 28mm with no tread would be best.
