Noob question: when replacing a fork, will the steerer tube always come with the fork, i.e. is there ever a scenario where you would replace the fork but not the steerer?

steerer always comes with fork.

most steer tubes are pressed into the fork so they are 1 unit. some older suspension forks had removable steer tubes but you will be able to see the pinch bolts
