V Pull Brake issue
I cannot center my V pull brakes using the adjustment screws, one of my pads is rubbing on the rim even after I have tightened the screw all the way. Where do I go from here?

Try starting with the cable a bit looser and both adjustment screws midway in their range.

Is the axle firmly seated into the dropouts on both sides? Having a wheel cockeyed in the dropouts is the most common cause of out-of-center brakes. Check that first.

You can loosen the adjustment screw on the other side, or if all else fails, I've had success by bending the long arm of the spring a little bit.(Not the most elegant solution, I know, but it works.)

And, if everything moves freely, and you still can't get the arms centered, you can move the position of the return springs in their holes on the mounting studs. But check and grease the pivots first.

Only after you've first tried loosening the QR, pushing the frame or fork firmly down onto the axle, evenly on both sides, then re-secured the QR. Squeeze the brake lever and voilla, you're usually a hero. If that doesn't do it, move on to other possibilities.

Well after loosening the cable after the noodle and trying various tensino points he is working (somewhat) if this does not continue to solve the issue I will try a different return spring hole.
Thanks for all of the shared knowledge to a coaster brake mentality guy.

V Pull Brake Issue
Today I adjusted the spring tension on rear brakes by putting the tension pin on dragging brake in the top hole and Voila, all is well. Again thanks to all of the responders.

Sometimes if the cable housing entering the noodle is too short or too long it can tend to prevent the noodle-side arm from moving back out. I think.
