Bike Pulling left?

My bike steers a little to the left at low speed. I checked the rear triangle after I stretched the frame and it was perfect by the string and ruler method. The bike has been down before due to the left handle bar is a little bent. when the front is picked up the wheel tends to flop to the right. Is this a headset, stem, frame/fork issue? THanks

Sounds like maybe your head tube isn't laterally parallel with your seat tube, perhaps.
