Front Tiagra brifter is double & triple compatible but how?

I recently switched over from triple to double. The Tiagra brifter that I have according to the manual is supposed to be triple and double compatible. But how does it determine that? It still has 3 clicks.
Currently using low limit screw prevent further movement to non-existing 3rd ring.

There's no law requiring you to use all three clicks available.

Then why the distinction with triple or double shifters?
