You could probably run 25s if you wanted to. Don't see many 19s around. There are a few 20s and 18s were once somewhat common, but you don't see many of those these days.

It's unanimous (a rarity on this forum). It'll fit the rim perfectly. The diameter must match exactly, but there's a decent amount of latitude in width.
If you have ultra, ultra, close fork clearance it might touch at the top, but if you were riding something like that I doubt you'd be here asking.

Not to be contrary, but if the 19mm is the interior width of the rim, a 23mm tire would be too narrow (considerably) . https://www.sheldonbrown.com/tire-sizing.html
