I am in the "buy what you need when you need it" camp when it comes to tools. The kits will most likely have you buying tools you don't need and will still leave you needing some things. Buying tools as needed allows you to buy the best tool for your purpose, regardless of brand. PBS has some great deals on tools and their house brand is really decent in most cases. Also, you may already have some of the tools you'll need (wrenches, screwdrivers, etc.).

The web site isn't working for me now, so I can't look at your links.
If you hardly have any tools at all, tool kits can be a good idea. But if buying a kit would leave you with duplicates, it might not be economical.
