crank dust cap izzue

Hi,

Working on removing the Sugino cranks from an old Puch frame to set up a fixed gear. Problem: the plastic dust caps have basically disintegrated while I tried to unscrew them. So now all that's left is the threaded part of the dust caps firmly in place around the crank bolts. Basic question, with a reasonably elegant solution, I'm hoping: how do I get the threaded remnants of the dustcap out without too much heavy work? I can't really seem to get any purchase with pliers. Is there some kind of lubrication I can use? Or a hot/cold kind of solution? Let me know before I have to lug this damn frame over to the LBS and suffer their insufferable smirks.

I'd just break em out of there with a thin bladed tool.
