That's not true. Common high strength low alloy Cr-Mo and Mn-Mo steels do not have sufficient chrome or manganese in them to inhibit rust. They are not stainless steels or even close. They will indeed rust in wet or salty conditions and, due to the thin tube walls made possible by their high strength, they don't have the wall thickness to absorb much damage before failing.

Boiled linseed oil is messy, slow drying and requires a very thorough coating to be effective. Holidays (voids) in the coating will rust faster than if the steel were completely bare. Frame Saver (and its alter-ego Amsoil HDMP) contain inhibitors that prevent rust, they don't just cover the surface.
