I am attempting to adjust my front derailleur on my road bike(Tiagra 2 ring)and I am having a bit of a issue.

I adjusted the barrel adjuster down, unclamped the cable, pulled it tight and re-clamped it. No matter how much I turn the barrel adjuster counter clock wise a can't get the chain to shift into the big ring. It seems to me like the cable is not able to pull the derailleur enough to move it nearly enough to shift. The derailleur is at the correct height, about a penny's distance between it and the top ring.

I've watched YouTube videos, nothing is helping.

There must be something I'm missing, any help appreciated.

picture of derailleur? Did you touch the hi limit screw? Did it used to work?

Is it rubbing on the big ring and not letting it physically get up there, i.e. a clearance issue? If not, check your limit screws to make sure you don't have the H screw too tight.

One thing to try is to manually pull on the cable to see if that makes it get up to the big ring. If that works, then you just need to tighten the cable until it allows it to clear.

Something I'll try if necessary-
Shift to the big ring.
Turn low limit screw in an extra turn or 2. (varies depending on "how short" your FDER is from making it to the big ring)
Shift back to small ring.
Reattach cable pulling all slack out. You might want to give the barrel adjuster a turns worth of leeway in case you get the cable too tight.
Back off low limit screw until you get a reliable downshift.

Another question: When clamping the rear derailleur cable is it necessary to pull the derailleur hanger up?

The derailleur hanger is fixed in position and cannot move. The RD pulley should be over the smallest cog when you connect/fix in place the cable.

I'll reword what I'm trying to ask, do you need to pull the derailleur mechanism outward slightly(in the direction it would move to shift info the big ring) when re clamping the cable?

If you have to manually move the mount when adjusting, then the cable is not log enough or siezed.

For the FD, the cable should be secured with the FD in its innermost position over the small ring.

Would your FD happen to be one of the Shimano models that has a little nub that the cable must be routed over the top of in order to ensure the the chain makes it all the way out to the large ring?
