I want to clearcoat my frame
with a nice quality clearcoat. Okay well, where do i start? Is this an expensive job? I have about 100 dollars, can i do this myself? And where do i get the stuff

I guess it depends on how "nice" you want the finished product to look. If you don't mind the labor, and have the right safety equipment (i.e., respirator with organic filter, goggles, etc.), then I'd recommend: a) doing a little research (https://www.mindspring.com/~d.g1/paint.htm), b) picking up a few cans of lacquer-based clear coat, and c) have at it. If not, then find a local painter in your area.

I just used Martin-Senour urethane clearcoat with a good result(pics posting later). We use them for hotrods and various other car jobs. It works and is very nice to lay on. It will cost a little but sounds to be in your budget. The urethanes will be far more durable than the laquers can hope for.

NAPA auto parts is where to find the Martin stuff.
The device to apply it can be as simple as a 10 buck touch up gun from harbor frieght tools. The beauty of bike work is the cheap guns spray narrowly and work well for tubing(terrible on flat surfaces).
Another spraying device that may be better suited to a once in a while useage is a Preval-sprayer. It is a glass jar that you fill with the paint and screw an aerosol canister over top, effectively making a spray can. The canisters are about 8 bucks each and will cover a good bit(more than a frame). They are available at paint supply stores usually.
