Tire sizes

Is it O.K. to put 27" x1 1/4" tires on 27 x 1 1/8" rims ?

Yes. The only trouble you might encounter is slipping the wheel with inflated tire through your brake calipers/cantilevers. You can usually release the cable tension to separate the pads a bit more, or inflate the tire after the wheel is installed. Enjoy.

The main problem is having a hard time getting the tire to seat properly with out fighting the tire for 30 minutes or more to get it close to even on both sides of the tires to the rim distance.

There is no problem with doing that, and it won't take you 30 minutes either, in fact it will take about the same amount of time as it currently does. A lot of did that very same thing in the old days when 27's were popular, the only thing you "might" have to do is to either defate your tires to clear the calipers or if you have the ability is to simply open the calipers if yours have the release levers.

New question, same topic:

I have 20mm tires. My back rim is 13mm, so that'll be okay (using https://www.sheldonbrown.com/tire_sizing.html#width as a guide). My front rim is a Matrix Aurora, and I can't find the width on it anywhere. I also have another front wheel that has 15mm rims. Is it a bad idea to run 20mm tires on a 15mm rim?

OK, what about 700 X 23 on a 700 X 23 rim... I am having a bear of a time fitting Bontrager 700X23 tires on 700c Matrix rims... Anybody have any special tire fitting secrets?

Are these tires or these rims notorious for not being quite the right size?
