if you have experience with a wire wheel it'll work.

I went to home depot and bout some paint stripper, the gel kind. Pour some in a bucket, dip a paint brush in it, wipe the gel stuff on the frame, and let its sit for like 10 minutes. the paint will be bubbling off. Then use a plastic scraper and scrape of the paint.
And dont let it stay on your skinf for long, it hurts.
I wanted to raw my frame and when i did it looked horrible. the metal did not have a nice finish at all. I tried sanding it for a long time with very fine sand paper which helped but i didt feel like doing it to the whole bike.
I ended up striping the frame, fork, and bars, primered and repainted and clear coated it.

aircraft remover from walmart-its a heavy duty paint stripper in an aerosol can, easy to use, just don't get it on your skin! I usedit all the time to strip my motorcycle frame for polishing!

Most strippers get washed off with water. After you strip the paint, there's some stuff you put on the bare steel that removes traces of stripper, water, and whatever else is on there.
