I know nothing about it but chromed fork AND stays generally means higher quality. For 10 bucks I would go for it. Of course my basement is full of frames like this that I have not been
able to do nothing with...

What good is it without the Corinthian leather seat?
If you pay for it advance, I can pick it up and next time I head to Chagrin Falls................

To me, it is worth the $10 (easily)...but the 200 mile round trip commute? Without a specific purpose? Hmmmm....

I'd just add that not all chromed fork and stays frames fall into the high quality bucket. Many a cheap bike boom models came that way. Some even had chrome head tube lugs and campy components, albeit the entry level valentino line. Maybe the seller will provide more picture for you?

For those who don't remember the '70s...
Cordoba commercial.... https://www.youtube.com/watch?v=tfKHBB4vt4c
Chrysler New Yorker/Corinthian leather commercial.. https://www.youtube.com/watch?v=E_HMIN0nGl0
As for the frame, I'd grab it ... $10 ain't alot of money.

Constant tinkerer
If it was close I'd obviously grab it for $10, that's a steal. But I don't think I'd want to drive that far unless you're really in love with it. I think I see stamped rear dropouts without an RD hanger which means it's probably mid-level or below.
Chrome forks/stays can sometimes indicate high quality but plenty of low end frames came with them too.

Torpado ca. 1972-73.
first letter of transfer is a t rather than a c.
Same model also sold as Ital-Vega.

If it was closer...
300 miles and 5 hours trip.
Probably I wouldn't go for a free italian made bike.
