Bertin: a history.
I would say that Bertin cycles have a pedigree if not a very well known one, as a post World War 2 French cycle manufacturer. See link below for info on this 'marque de fabrique' (brand)

There are a lot of different Bertin models so we need some pictures (especially of the drive side) to give you a better answer. But yes it is a well respected bike manufacturer and their bikes tend to be good.

I have two, I think they are. Plenty of models from the pedestrian to the top of the line.
