Welcome to the forums. Based on the numbers, it would be appear to be from a year ending in a '7'. Based on the seat post collar, it would not appear to be 1987 but rather 1997. It was designed for cantilever brakes. However, I only see one set of bottle bosses, so I don't think that it is a touring bicycle. It appears to be a hybrid frame. Fuji had multiple hybrid models. To narrow things down, we'd need brands and models of some of the OEM components, which may not be possible, given the conversion.
I don't see "track" geometry. The chainstays are relatively long and the angles are relatively slack. It looks like it has been in a head-on crash that bent the forks at the crown race. There may also be some bent top and down tubes hiding under the cable lock.
