1980s Bridgestone (Kabuki) Skyway 12 Speed
I checked out an old Bridgestone Skyway today. The frame and wheels are steel. Cranks, pedals, and brake levers are aluminum. The bike looks to be in great shape. There are just a few nicks in the paint.
The owner is asking for $140. What do you guys think it's worth?

I would look for around $100 with steel wheels.
Hold out and keep looking for a nice bike with alloy wheels.

+1 on around $100.00. Personally, I have owned two Bridgestone Kabuki Submariners, one older than the Skyway and one about the same vintage. During that time (pre Grant Petersen) Bridgestone made some decent bikes, but they had their detractors and their faults of course.
You could use the money saved if you give $100.00 and buy a used set of allow wheels.
