Sweet chrome Ross, love the "Bullmoose" bars and the Suntour XCII pedals are my favorite ever.
FYI / FWIW - (Tom Kellogg) left Ross in late 1981 and had nothing to do with your mountain bike.

Ahhh yes, correction, Jim Redcay-designed. Aww pooh-pooh! A lot of folks love those Bullmoose-bars, yes. I have a couple of them I'm saving for some future build.

I can't remember if I've shared this yet or not, but here is the first 2016 picture of my Ted Wojcik roadie. Ya don't see too many of these.
It is all nearly DuraAce 7700, Cooks E2 crank with Real rings. Running tubular (1st bike tubular) on Velocity Escapes.
The bike is light, fast, and comfortable! Impeccable welds. Reynolds 853.

Regarding Terry Osell bike frames, I have an '82 criterium bike he built, it is all Reynolds 531, but he used Columbus tubing as well. There should be a serial no. on the bb shell on the bottom non drive side. Then give him a call; he is retired, but should have his records. He lives in the St.Anthony section of Mpls. He is a great guy and I'm sure he will help you. I'll be posting pics of my Osell as soon as I can wash it.

My David Tesch Collection - only two, so far. Want to buy them in my size, so this may take while to get the other two I want - S22 and a track model (good luck there). The blue one is an early "custom" model 100 (before he began production on the 101). Painted by the late, great Brian Baylis. The Red one is currently being torn down, cleaned, rebuilt. The legacy of the 1970s and early 80s builders in north San Diego county is appealing to me. I just started getting into bikes and cycling during that era, but could only afford my Univega Viva Sport. I had photos of Masi bikes (CA Masi by that time) on my wall - dreamed of one day owning one of these fine machines. Dreams can come true.

From what I have read Kellogg, Redcay, and Stevenson only designed for the signature series at Ross. Bikes were built in the far east. I could be mistaken. Still nice bike you have there.

As used. Not an elegant build, but it sees some use, and I used parts that I like using. Its got a Nashbar mountain bike rear derailleur on it now, so I can run a bigger freewheel. Actually looks pretty good and shifts great.

While later examples certainly were, the chrome frames I'm familiar with from the early 80's are hand-made in PA. I don't know much of the brand except that these in particular get a lot of attention, and their provenance certainly is one of the reasons. The fountainhead of my own exposure to these was actually an event featuring American-builds exclusively. Necessary, since by the time I hit puberty, the Ross' I knew were in the same class as Huffy. But yes, double-butted Ishiwata 019 tubing and a Tange Champion fork.

Frames certainly were made in the Ross Signature facility. From this page on the Velo-Retro site:
I'm not sure why a page devoted to the Ross Signature line mentions people who worked in the Paramount cage, but it does. Frank Greco, Wanda Omelian, Joe Brilando and Adam Smith are all highlighted in the Paramount history on Waterford's website. Still, "utilized the large stove exhaust as a brazing hood" clearly implies they were making frames in PA.
Ross’ Signature department was akin to Schwinn’s so-called “Cage”, where an area next to the office entrance was fenced-off for the exclusive production of Schwinn’s flagship model, the Paramount (Frank Greco headed production, Wanda Omelian performed brazing, and pin striping was done by Joe Brilando and Adam Smith). The Signature department was housed in what was once a kitchen, behind the company cafeteria, and utilized the large stove exhaust as a brazing hood.

The odd thing is that many of them are relatively unknown (certainly not as well-recognized as Baylis, Colnago, Eisentraut, Masi, etc). So... you kind of have to know what your looking for. For example, there's a nice Ron Stout on eBay right now:

Here are some search suggestions:
- Subscribe to the BOBishBikesFS Yahoo group. Charles Nighbor and others post all sorts of interesting links there (not all necessarily BOBish in the usual interpretation).
- The Classic Rendezvous Google Group is a good place to search, and while it doesn't just focus on US builders, it does hew to a pretty tight timeline (< 1984). If you've got something in mind, you can ask here or there.
- If you don't know what you might be interested in, you can always scan the American builders page on the CR website. Also, try scanning the e-signatures of many people here. Lots of varied taste in C&V bikes.
- I'm always searching for stuff (despite the aforementioned state-of-the-wallet), and recently blogged about this topic.
- You can always touch base with one of the current crop of active American builders about having a bike custom-made in the vintage form. (List of a few at the bottom of the CR USA page under "Keepers of the Flame.") Here in Middle America, Chris Kvale and Dave Wages (Ellis Cycles) are held in very high regard, but there are many active KOF framebuilders.

Thank you for the thoughtful reply. I had ogled that Stout on ebay already. I'll check out some of those links, like the BOBishBikesFS group. I've found that ebay searching for tubing types is pretty reliable although some things fall though the cracks.
