Try an exhaust repair shop, they've got mandrels and all kinds of tubing tools. A good custom shop, not the Midas Happy Meal type shop. Maybe a plummer?
I had a Saab 99 for a while. Really lovely car. Haven't seen one like it in years. I'd snap it up if I ever had the opportunity. I've never driven a 96. Looks like fun.
