Electra with brake problem
 

I have an Electra Shark Cruiser with a Sram I-3 three speed gear. Occasionally when I brake I have to I have to back pedal a full revolution before the brake will work. Has anyone encountered this problem? Is it an easy fix? It doesn't do it all the time. Any help would be appreciated.;)
