Bikes: Made in USA Raligh 400 Electra Shark Cruiser Trailmate ?

Electra with brake problem

I have an Electra Shark Cruiser with a Sram I-3 three speed gear. Occasionally when I brake I have to I have to back pedal a full revolution before the brake will work. Has anyone encountered this problem? Is it an easy fix? It doesn't do it all the time. Any help would be appreciated.

Bikes: Gilmour road, Curtlo road; both steel (of course)

That's a pretty simple adjustment if you've played with those before...
