I liked Prugnat long point 63D lugs and used them on a number of frames but the early ones were pretty cobby. They required a lot of filing to get them looking nice. They had thicker points than the later ones from ~1976-77 like on this frame.

Also, the point on the head tube down tube lugs looks too short?

I recommend what you suggest. Build the bike up and ride it before spending any money on it. I see lots of newly painted bikes and frames on eBay. I suspect that the owner put a lot of money into the project and then discovered they didn't like the results. They'll rarely recoup their investment!
