Yeah…I'd vote leave it too. Some moisture can trickle down the stem and into the head tube and steerer, and get the plug wet, causing the inside of the head tube to rust. But like Grand Bois says, it's not a huge deal if you don't ride the bike in the rain.
With the frame inverted, and the plug pushed up near the top of the head tube, take a look in there with a flashlight. …and see if you see any rust inside the head tube where the plug normally sits. I had it on two of my bikes, one had never been in much if any rain. If so, you can remove the light with a Scotchbrite pad or something and lightly oil the inside of the head tube.

Yeah, those parts cleaned up real well. Looking good.
I believe KoolStop makes some brake pads that fit those holders, of you don't already have some.
A worthwhile upgrade.

Looks like I'm going to need a replacement front derailleur. The plastic on the one I have is cracked at the bracket hinge point. Such a bad design. Any ideas for a metal one that will work?

The Simplex SJA 102 is a nice all metal replacement that has the housing stop that you need. It has some steel parts, but it still only weighs 115 grams, according to Velobase. I think $20 is the most I've paid for one and it was NOS.

I've tried just about everything to get the stuck handle bar stem out. Looks like it's last resort time and will try the hack saw method.

Finally got the stuck stem out, what a royal pain, but after 40+ years it just didn't what to come apart in one piece. Working on cleaning up the frame now. Should have the crank puller this week.

Nice. Not a mark on those BB lock ring notches. I like that. Looking very good.
This is going to be one pretty bike.
BTW, you may already have it covered but I like Meguiar' s number 6 Cleaner Wax for removing oxidation from the old paint.
Leaves an incredible shine.

Can't wait to see this one finished. I am about to start on a PX-10 cleanup in the next few weeks.
Did you do any polishing to those parts, or is that how they looked after the Evaporust? That's amazing!

One word of warning about using Evapo-Rust with any parts that have Delrin plastic. It makes them kind of a dull black. I had to use a Ultimate Black (which I use on car trim) product on parts with Delrin to get them to look black again.

Back to work on it after a long break. Cleaning up frame & parts still. Rebuilt the pedals. Rebuilding wheels. After finding a tool to remove the Regina I'll be sending the freewheel to the Freewheel Spa.
