I think it is like the things on the chariots in Ben Hur. Take the opponents spokes out. Other than that, I have no idea.

Believe a light/lamp mount given it's Brittish and on the right side of the bike...

It's a lamp bracket for British models. At that time they were badged Gran Sport. I have one BUT not that good a condition!
