When you first start a new thread, there is an "Advanced Options" section under the text box with options such as "show signature" and such. At the bottom, there is a "Post a Poll" checkbox. Click there and indicate the number of poll options/answers you wish to create. On the next screen you will be given the opportunity to add the poll option answers, make it a public/private poll, etc.

Can this be done after one's thread has already been posted/received posts?

I don't believe so, though I'm far from an expert in such forum technical matters. I think it needs to be done when you first set up the thread.

I'm pretty sure I posted on RT's poll thread before it was turned into a poll. Or at least, there were no poll options/radio buttons when I clicked the reply button to his thread. Not sure if that means anything.
