The rear hub is a New Departure modelD and the front hub is a
New Departure WL. The handlebars have the name Tarington on them.
I think someone told me it was a veladrome bike. It has a New
Departure coaster brake but it has no brakes.

Not a velodrome bike, it's been pieced together. The frame, chainring and stem are Hercules items, looks to be late 30's-50's era. The rims, chainguard and wheels are North American pieces. Cool little ride.

Ahh, American wheels. Then it would be entirely legit to make it into a 3 speed. The mudguards look like they belong to the bike to me. Personally, I'd have to leave the chain guard on. It's so wild, I like it. Is it aluminum? Looks like it in the photo.

I think the stem is US as well. Never seen a Herc or any other Brit bike with that. Slack angles, oval cut outs in the lugs, probably 30's to 50's as said.
