Is this a defect in the frame?
 
As I was giving the frame a nice wipe-down I realized a few weird dots behind the seatstay part of the frame. Is this considered a defect? Or nothing I should worry about?

Welding could have been cleaner.
Tough area to weld due to the tight inclusive angle.
Don't worry about it.

porosity in the TiG weld
if you see something that looks like a crack in the paint, I would worry - if not, it's probably fine and limited to the
"reinforcement" (weld build-up)
I'm a metallurgist and licensed PE

The paint on my raleigh looked like that at the same joints until I striped it and smoothed out the brazing with a file. Nothing to worry about, seems to just be cosmetics.

That looks like fish eyes to me. When you spray paint something and a stubborn little spot appears that won't go away. Maybe the scientist types in here can explain it.

I would agree doesn't look like something to worry about. More a combinatation of less than ideal finish on the weld and paint I have seen a lot of high end aluminium frames from the late 80's early 90's that look worse.
