It will work fine if you get the right adapter part SM-AD16S, so I guess it's not too weird if since Shimano makes a part for this.. Also you can likely go likely with nearly any nicer Shimano FD that it 28.6 for most setups.

People shim FDs all of the time. Hell, I've seen bikes come with FDs shimmed from the factory.

Yes some models of modern FD's come with the large size clamp and shims to fit smaller tubing new.
