Anyone recognise this stem?

I got this handlebar and stem about a year ago. The bars are Maes-type made by Reynolds:





Anyone know who made the lugged stem? It looks like a custom job for a particular marque.

Interesting craftsmanship there, only thing I can think of looking at it, is its probable weight. Steel and plated seems to be purely a custom item possibly something bespoke. But, its beautiful!

If it's gripping an English bar, quite a stunner by itself, I would think it be English also. Chromed and steel was still a item to a lot of manufacturers. With those cut outs, I would only have ridden it if it was steel. JMO, those cutouts seem to resemble the sides of the fork crowns on quite a few English bikes.

Challenge would be finding a bike that deserves such a beatiful stem and bar.....and affording it.
