Large, and you might have to space it out for proper fit.

Although it's a little different for different brands...
I'm around a 41 (apparently), I'm quite happy with a Medium in every toe clip I've used. Christophe, Avocet, CatEye, King Cage and MKS, that I can think of.
I'd guess you'd be a Large for all the toe clips I've used.

I use size 45 shoes and use "large" clips. 'Tried to get by with mediums one time.....a no-go.

...it depends on where you want your foot placement on the pedal. I wear a size 11 shoe, which is about the same, and I usually end up with XL.
But different makers have different standards for length, so your best bet is to go somewhere in person and measure with your shoes in hand.
Shimano aero toe clips were famous for being undersized by about one size, for example.

43 here. Large clips or I'm in hell. (That's Christophe, btw, since earlier posts suggest varied sizing by brand.)

I wear 42-43 shoes, and some mediums are a bit too short. I like the ball of the foot directly over the pedal spindle.
