Takara Horizen 12 speed
I got it at a flea market yesterday, sure wish it fit me but I figure it might be harder for the taller folks to find a bike that fits so I should be able to pass it along. I'd guess early 80's it has Shimano derailleurs, Arraya back wheel, front is a quick release Weinmann upgrade with a nice skinny Strada tire. Brakes look like basic side pulls, I'd guess it would have been a basic starter bike, it seems in very fine trim, but it definitely needs a taller person than myself (5'10") to test drive it.

A replacement front wheel is often indicative of a crash. To this end, check the areas immediately behind the head lugs for cracking or flaking of the paint and bulges or ripples in the tubes. Also,the fork may be bent.
It's entry level and probably early to mid-1980s. If you want to know the year, the serial number may provide a clue and indicate the manufacturer.
