Sometimes true in shops, sometimes true on rides, but not true in manufacturer catalogs. Vibrant colors are still very available.

On the plus side, the widespread dullness makes loud bikes even louder.

It's nice to know HTupolev that colors are in the catalogs and I understand that colors are a risk to be left on the sales floor, but there's a mystery, why? I see this in cars, in houses, everything is either one of the three-four colors or as drab as can be, yes you can find some manufacturers who still offer some colors in their auto selections but often not in the model you want and house paint rainbows are just as full of colors as ever, but go into a development and how many shades of grey/tan do you find. OH MY, how risque a yellow, green or blue house!!!
I guess that's one of the many great things about vintage bikes, color, chrome, beautifully polished parts, you find it all at a vintage gathering, and then you walk away and wonder why the colors missing elsewhere?

Sadly, I don't think black for the components/parts is a "fad".
I'm still trying to find silver parts to replace the dull, boring, everybody and their extended family has it OEM black parts on a bike from 1989.
At least the frame and fork are colorful. Sky Blue with Hot Pink (AKA "Raspberry") on the head tube, seat tube, and fork.
I put a hot pink bottle cage on the blue downtube, and a blue bottle cage on the seat tube. A much too light of blue bottle cage is on the gooseneck. (Factory mounting holes for a bottle cage on the gooseneck ... which is black.
I guess I'll have to sand it down and paint it. (or have it nickle plated). I'm going with a nice new anodized aluminum mustache bar with silver inverse brake levers. A black gooseneck would just look wrong.
