Bikes: ‘84 Alan sprint, Rocky Mountain Altitude 799, Trek fuel ex 9.9, Gardin/Battaglin’84, Nishiki international ‘83, ‘86 panasonic dx5000, 93 mongoose amplifier

What is this?

Never seen this before on any bike I have owned.
My first guess is a chain holder during wheel removal

This particular one seemed to first begin showing up about 1979.

Yes, a chain hanger to hold the chain when the wheel is removed.
