As for CC Coatings, (Formerly Class Act), back when I was living in Portland, I got mixed reviews. Norther Cycles said they "were good but quality control dropped so we sourced elsewhere". But then Cooper Cycles stated he used them for solid, straightforward work and had excellent results. I did hear that they had a powder + clear option and were able to mask decal areas, which is fascinating if true. Though I'm not sure the validity of any of this.
Nice to know this is an option for a short drive!
I think he's improved over the last few years. I haven't had decals and clear coat from them, so I'm unsure of their quality. If you want a decent powder coat job, they can do it. If you want a top notch powder coat job, I can vouch for Forever Powdercoat up in Olympia or Groody Brothers in Topeka, KS. Shipping, of course will add cost.

Untested powder coater - San Fernando Valley, CA

This ad has been popping up with bike ads a lot recently - No idea of quality or price - Maybe someone here has used them?
Due to scarcity and shipping costs figured I would share this in case they are worthy: https://www.facebook.com/marketplace...tory_type=post

Carl's Powder Coating, North Bend, Washington

Here's one that Bob Freeman found right near his home, Carl's Powder Coating in North Bend, WA

In this photo the powder coat is in orange, the two blue panels are decals:
