Cignal Scirocco: what is this?

Edit: Added picture.

So this came across my Facebook Marketplace feed: https://www.facebook.com/marketplace...9793706759637/

OK. Much of the exposed steel is rusty and I'm not really planning on buying it but I was wondering about the bike in specific and the brand in general. Is this a decent brand, is this (normally) a decent bike?

I am wondering about offering to buy it for the parts. But not enthusiastically.

listing now gone

with listings such as this it is better to pull the images and put them in the thread so if the name comes up again in the future readers will be able to reference this thread...

Bikes: Waterford Paramount Touring, Raleigh Sports 3-speeds in M23 & L23, Schwinn Cimarron oddball build, Marin Palisades Trail dropbar conversion, Nishiki Cresta GT, Jeunet mixte

You can tell what's steel on that bike by the nice shade of rust. Very basic, so it better be extremely cheap. I'd advise you to keep looking unless you absolutely must have it.
