OK. Much of the exposed steel is rusty and I'm not really planning on buying it but I was wondering about the bike in specific and the brand in general. Is this a decent brand, is this (normally) a decent bike?
I am wondering about offering to buy it for the parts. But not enthusiastically.

You can tell what's steel on that bike by the nice shade of rust. Very basic, so it better be extremely cheap. I'd advise you to keep looking unless you absolutely must have it.
