Paint question on Centurion

Hi everyone - I have a 1977 Centurion Super Le Mans that I picked up used a few years back. It's overall in very good condition. I want to keep it going for a long time.

There is a lot of paint flaking off, and I want to keep it from flaking off more. See photo below. That's just one spot where the paint is coming off.

I was thinking of just covering the bare metal with black paint.

I also saw this clear spray:

What do you all think of these ideas? Or do you have other ideas?

From: Magnolia State, 100° with 110% humidity

Bikes: American, Italian, and Japanese.. in no particular order.

You should consider an oxalic acid bath to neutralize the rust first.
