Raleigh Superbe Lighting question

I have a superbe that refuses to light up.

I recently rebuilt this early 70's Superbe and the lights wont turn on. Ive tried several front wheels. all put power to the front light. and tested that the front headlamp is also getting power.

the part that touches front bulb seems to be touching it aswell and the wires seem to be in right place. the bulbs are also good.

If anyone has fixed this issue please let me know ive been m,essing with it for a while and it wont work.

heres a picture of it and one known working on my brown Superbe. <--PS is anyone has a brown superbe rear rack im also in market for one of those aswell as chaingaurd.
