Identify Frame

Hello, need help identifying this frame. Sent to me through my website. Here is the email:
As you will see from the images is a red frame with serial number SC331178 on BB with shimano rear dropouts, and areo boss on down tube for shifter which is a Suntour. The fork is from 1983 as it is stamped Tange made in japan 3B with stigging plates. The bike and fork weight is less than 3kg together, with fork about 800g and frame 2.1kg. Than you in advance.

FWIW, that serial number format has been seen on Schwinn, Nishiki, Norco and Sekai bicycles. However, it appears to have belonged to a contract manufacturer, so other branding is possible. It matches well with the fork's date code, indicating a 1983 model (assuming the OP got the decade correct).
