The Master series were European models. Mid-range based on the Shimano 600EX components , which also places it 1978-1983. I'd lean towards the latter part of that timeframe based on the brazed-on top cable tunnels and 700C wheelset. Frame is most likely a Tange double butted CrMo tubeset.
