You can use Testor's model paint for touch up. Use a light abrasive polish and throw a coat of wax on it. You should be good to go.

i suppose that someone was the driver of the car that ended this frame's life. The rider got away and is the one who cut it up for research

I like the wind chime idea or maybe a metal sculpture project. Wonder if it could've been cut up for material testing as part of an insurance claim investigation.

I think a framebuilder might be able to salvage the lugs. I don't think the tubes could safely be welded back together, given where and how they're cut.
