I can't help but notice that the photo was taken in Peoria. A few years ago (or longer), one of the local bike collectors had some of his bikes displayed at the local museum. These were all 1890's-ish era bikes made in the Peoria area, back when bikes were high tech and Peoria was at its peak.

One of the bikes was a tandem with these curved cranks. The logic behind them was that as the rider applied force, the bend would flex, resulting in an effectively longer crank arm. Whether or not that is a good thing is another matter, but it's certainly creative.
The brand, as displayed on the head tube, was "The Ide", built by the E.F. Ide company.
